Evaluation of Emergency Response in Ukraine Funded by the Disaster Emergency Fund
This evaluation assessed the Joint Emergency Response in Ukraine (JERU) program, funded by the Disaster Emergency Committee (DEC), which aimed to address the immediate needs of affected populations with a particular focus on Gender, Age, and Diversity (GAD), household consumption, and income limitations. The primary aim of this evaluation was to assess the project’s overall relevance, effectiveness, efficiency, coherence, and sustainability in vulnerable communities in hard-to-reach areas in Ukraine, including the oblasts of Sumska, Zaporizka, and Mykolaivska, where the project provided multipurpose cash assistance, winterization cash, and psychosocial support. It sought to determine whether the project successfully achieved its intended objectives and delivered the planned results while also identifying and analyzing successes, challenges, and lessons learned throughout implementation.
