Final Evaluation of Economic and Agricultural Recovery in Eastern and Southern Ukraine: 2023-2024: Livelihoods Protection and Recovery Program
This evaluation assessed the “Ukraine Livelihoods Protection and Recovery Program”, implemented by the Danish Refugee Council (DRC) from October 2023 to September 2024. Focusing on Agriculture and Economic Recovery and Market Systems (ERMS), the program sought to restore livelihoods, enhance resilience, and create sustainable employment opportunities through cash assistance, vocational training, and tailored business support. Through a mixed-methods approach, this final evaluation assessed the program’s performance using OECD-DAC criteria, including relevance, effectiveness, efficiency, impact, and sustainability. The evaluation aimed to measure the program’s impact, supporting evidence-based decision-making for the DRC team while refining project activities to better address the specific needs, gaps, and challenges of IDPs, returnees, and host communities in Ukraine’s eastern and southern regions.
