Institutional Consultancy to Review the Enrolment of Ukrainian Refugees Under Temporary Protection in the Romanian Social Protection System
Following the adoption of Emergency Ordinance no. 15/2022, later amended by Emergency Ordinance no. 96/2024, the Government of Romania established a comprehensive framework enabling persons from Ukraine under Temporary Protection (TP) to access a range of social protection benefits. These provisions formed a central component of Romania’s emergency and integration response, ensuring that TP households, particularly those with children, could meet essential needs and access public services that support dignity, stability, and well-being. In collaboration with UN Agencies, civil society and other international partners, Romania has continued to strengthen these measures in line with evolving needs.
Thus, this review was commissioned by UNICEF Romania and the Ministry of Labour, Youth, Family and Social Solidarity (MLYFSS) to assess the accessibility, inclusiveness, and effectiveness of enrolment processes for persons under TP into Romania’s social protection system. Conducted between 8 August and 20 December 2025, the review aimed to generate evidence to improve communication, registration, payments, and monitoring mechanisms, and to ensure equitable access to benefits. The overarching objective was to support evidence-based decision-making that enhances the long-term inclusion of persons under TP within Romania’s national systems.
