The overall aim of the MTE was to ‘understand the mechanisms and the impact of the intervention and to improve the intervention design or management under the changed circumstances.’ The evaluation analysed the modalities used pre-invasion through the current framework of programming during the ongoing conflict and assessed their suitability to the changed context. This MTE employed a mixed-methods approach to address the diverse range of perceptions, attitudes and values of partners, targeted communities/beneficiaries, and local stakeholders.
