Third-Party Evaluation of JPF-Funded Projects in Ukraine: Assisting Healthcare Services in Ukraine

This evaluation assessed the “Assisting Healthcare Services in Ukraine” project in Zakarpattia and Dnipropetrovsk, implemented by IVY and STEP-IN with JPF funding. The OECD-DAC and CHS humanitarian criteria examined the project’s relevance, coherence, effectiveness, efficiency, sustainability, and impact, focusing on accountability to affected populations. The assessment also reviewed the achievement of expected results, considering gender and conflict-sensitivity and localization, evaluated the project’s effectiveness and the added value of JPF and IVY, and captured key insights to inform future programming.
