Evaluation Of NRC’s Digital Cash Program In Ukraine
CONFLICT AFFECTED HOUSEHOLDS MEET THEIR BASIC NEEDS DURING THE ONSET OF A HUMANITARIAN EMERGENCY ACROSS UKRAINE THROUGH MPCA
This evaluation was commissioned to Scruples Research by the Norwegian Refugee Council (NRC) to assess its digital cash program in Ukraine, with a specific focus on relevance, effectiveness, efficiency, coherence, and outcomes, while ensuring accountability and adherence to the Do No Harm principle. Funded by the Bureau for Humanitarian Assistance (BHA), the program represents NRC’s response to the urgent needs of conflict-affected populations through Multi-Purpose Cash Assistance (MPCA)and Rapid Multi-Purpose Cash Assistance (r-MPCA), delivered via digital systems. The evaluation aimed to rigorously assess program performance, generate actionable insights to inform implementation, guide NRC’s strategic role in Ukraine’s broader humanitarian MPCA response, and evaluate the potential for replicating digital MPCA systems in other humanitarian settings.
