Third-Party Evaluation of JPF-Funded Projects in Ukraine: Humanitarian Response in Southern Ukraine Through Multi-Purpose Cash Assistance and Education in Emergencies for IDP and Host Communities

This evaluation assessed the “Humanitarian Response in Southern Ukraine through Multi-Purpose Cash Assistance and Education in Emergencies for IDP and Host Communities” project in Mykolayiv and Kherson, implemented by Save the Children Japan (SCJ) and Save the Children International Ukraine (SCI-U), with JPF funding. It aimed to evaluate the project’s relevance, coherence, effectiveness, efficiency, sustainability, and impact, adhering to OECD-DAC criteria, ALNAP principles, and Core Humanitarian Standards (CHS). The assessment examined the project’s alignment with humanitarian standards, the achievement of expected results with a focus on gender and conflict sensitivity, localization, and the overall effectiveness of the project model, including the added value of JPF and SCJ. Additionally, it captured key insights to inform and improve future programming for both organizations.
